REPUBLIC OF MOLDOVA

The proclamation of the independence of the Republic of Moldova on August 27, 1991 constituted a reforming effort of the state institutions.

In order to regulate the activity of the Civil Defense structures of the Republic of Moldova and in accordance with the declaration of independence of the Republic of Moldova, in 1991, the President of the Republic by Decree no. 244 of December 24, 1991 “Regarding the Civil Defense of the Republic of Moldova” decreed the transition under the jurisdiction of the Republic of Moldova of the General Staff of the Civil Defense, its institutions and commanding bodies, as well as the military units of the Civil Defense of the U.S.S.R., deployed on the territory of the republic.

Through the aforementioned decree, it was established that all assets of the General Staff of the Civil Defense of the Republic of Moldova and subordinate institutions, the armament and the technical-material base of the military units of the Civil Defense of the USSR, deployed on the territory of the republic, are the property of the Republic of Moldova.

Further, by the Decision of the Government of the Republic of Moldova no. 265 of May 14, 1993, the General Staff of the Civil Defense was placed under the Ministry of Defense.

Then, by the Directive of the General Staff of the Armed Forces of the Republic of Moldova no. 17/018 of September 1, 1993, the General Staff of Civil Defense was reorganized into the Department of Civil Protection and Emergency Situations.

Taking into account the fact that the civil protection system in most developed countries is separate from the Armed Forces and the specifics of the administration of civil protection on a daily basis, as well as in exceptional situations through central, local public administrative bodies and economic agents, the Government of the Republic of Moldova by Decision no. 541 of October 2, 1996 withdrew the Department of Civil Protection and Emergency Situations under the Ministry of Defense, as well as the Directorate of Firefighters and Rescuers under the Ministry of Internal Affairs, with all their departmental structures, equipment, heritage, basic and other funds, which have were included in the composition of the Department.

By Law of the Republic of Moldova no. 75-XV of April 18, 2001 “To amend and supplement Law no. 64-XM” of May 31, 1990, the name of the department was changed, calling it the Department of Exceptional Situations.

In connection with the approval of the new structure of the public administration according to Government Decision no. 357 of 23.04.2005 “Regarding the measures to reorganize some ministries and central administrative authorities of the Republic of Moldova”, the Department of Exceptional Situations is being reorganized as part of the Ministry of Internal Affairs. The fundamental principles of the organization of Civil Protection in the republic, its tasks, the legal framework of the activity in this field, are established by Law “On Civil Protection” no. 271-XIII of November 9, 1994.

The civil protection of the Republic of Moldova represents a system of measures and actions, undertaken on the scale of the entire state in times of peace and war, in order to ensure the protection of the population, property in the conditions of natural and ecological calamities, accidents and catastrophes, epizootics, fires.

Inspectorate for Emergency Situations “Mihail Sturdza” of Iași county

ROMANIA

Until 2004, civil protection and firefighting measures were carried out by the “Mihail Grigore Sturdza” Fire Brigade of Iași county and the Iași Civil Protection, institutions subordinate to the General Inspectorate of the Military Firefighters Corps, respectively the Civil Protection Command, institutions under under the coordination of the Ministry of the Interior.

In order to adapt to the exponential growth of non-military risks, against the backdrop of accelerating globalization trends, radical climate changes, the diversification of economic activities and the production of disasters, the two mentioned institutions merged in December 2004, thus creating the Emergency Situations Inspectorate. Mihail Grigore Sturdza” of Iași County (I.S.U.J. Iași), an institution subordinate to the General Inspectorate for Emergency Situations (I.G.S.U.).

The fundamental objective of the activity carried out by I.S.U.J. Iași aims to improve the efficiency of actions to prevent and manage emergency situations, in order to keep risks under control and ensure the normality of life in human communities, and is achieved through the multitude of prevention and intervention activities for firefighting, extrication and first aid S.M.U.R.D. , rescuing people and limiting damage caused by floods, landslides, seismic movements, epidemics, epizootics, snowfalls, drought, assistance to people in critical situations, intervention in technological, radiological, nuclear, biological or other types of natural or anthropogenic calamities .

The general inspectorate and the county structures are made up of 43 operational centers and 280 operative subunits, with over 3,500 technical means of intervention.

The close to 30,000 personnel include 97% operative units and 3% administrative structures: educational, study and research institutions, bases, workshops and warehouses for technical insurance, logistics and repairs.

The personnel requirement is ensured through the dedicated training institutions: Police Academy “Alexandru Ioan Cuza” Bucharest – Faculty of Fire and the School of Non-Commissioned Fire Officers and Civil Protection “Pavel Zăgănescu” Boldești.

As an integrator of the National Emergency Management System, created in 2004, the General Inspectorate for Emergency Situations (I.G.S.U.) coordinates the actions of the institutions involved in the management of emergency situations, also ensuring the function of the national point of contact in the relationship with international organizations governmental and non-governmental with responsibilities in the field.

The National Emergency Management System was created prior to Romania’s accession to the European Union and represents a permanent communication network between the public administration authorities and the structures competent in the management of emergency situations, constituted by levels and fields of competence, and which have the infrastructure and the resources needed to reduce loss of life and respond to different types of emergencies.

For the management of emergency situations, I.S.U.J. Iași fulfills missions of:

  • monitoring, evaluation, research into the causes of emergency situations;
  • information and preventive education of the population and its warning, notification of public administration authorities, about the possibility/imminence of emergency situations;
  • search, extrication and rescue of persons;
  • evacuation of people, population or endangered goods, by ensuring evacuation measures, setting up casualty camps, participating in the transport of the population and some categories of goods;
  • destruction of ice floes or clearing of watercourses;
  • provision of emergency medical assistance through S.M.U.R.D modules. from the professional emergency services;
  • logistic assurance of the intervention of own structures and making available to other structures, some categories of technique, materials and equipment;
  • extinguishing fires;
  • decontamination of the population, with specialized means and/or personal, technical and equipment decontamination points recognized in time in the territorial profile;
  • neutralization of the effects of hazardous materials through actions to clean up unexploded ordnance during military conflicts.

Within the I.S.U.J. Iași operates the Medical Emergency, Resuscitation and Release Service (S.M.U.R.D.), with the aviation structures of the Ministry of Internal Affairs as the air operator, in collaboration with county, regional hospitals and local public authorities.

In the structure of S.M.U.R.D. there are integrated rescue and resuscitation teams, specialized in providing emergency medical and technical assistance, as well as teams with paramedical personnel, specialized in providing qualified first aid.

SMURD missions:

  • intervention in cases where one or more people are in a life-threatening situation due to an acute illness or injury;
  • intervention in cases that require first aid in a short period of time;
  • intervention in cases requiring extrication or other rescue operations;
  • ensuring medical protection for the personnel of the intervention teams of the I.G.S.U. to specific missions with risk of injury;
  • intervention in collective accidents and calamities.
