”Effective joint response in cross-border emergency situations”, project acronym: rescUE

Funded within the Joint Operational Program Romania – Republic of Moldova 2014-2020, thematic objective 7, priority axis 3.1, through the European Neighborhood Instrument (ENI). The duration of the project is 24 months.

About the project

This project aims to contribute to the national efforts undertaken by the Republic of Moldova and Romania and included in national policy documents covering areas such as ICT infrastructure, civil protection, disaster risk management, international cooperation in the field of emergencies and disaster management.

The project was also designed and aligned with operational objectives of the European Civil Protection Mechanism, which include providing humanitarian aid and protection to vulnerable populations affected by man-made crises or natural disasters and to suport strategies or complement strategies that enable communities and local institutions to better prepare, mitigate and respond appropriately to natural disasters by improving their coping and response capabilities, thereby increasing resilience and reducing vulnerability.

General objective

Improving safety and protection of the population through ICT developed infrastructure and improving the communication flow between the structures that act in cross-border emergency situations.

Specific objectives

  1. Developing the ICT infrastructure through building and endowment of the Emergency Dispatch Centers in Bălți city – Republic of Moldova and Iași city – Romania.
  2. Improving the communication flow between the structures that act in cross-border emergency situations.

Project results

Joint document elaborated. The existing operational documents which specify the mechanism how the Emergency Dispatch Centres communicate and cooperate will be reviewed.

Emergency Dispatch Centres set-up. At the end the project both partners will have Emergency Dispatch Centres constructed, operationalized and equipped with ICT instruments. The operation and co-operation of the Emergency Dispatch Centres will be tested during the Table Top Exercise.
